Background

Housing and MBQ Property work hand in hand to provide the community with progressive property development. The MBQ Property program is operationally based outside of the Mohawk Administration Office.

Housing ensures that the Mohawks of the Bay of Quinte Administration are able to provide the community of Tyendinaga with services to address their needs for affordable shelter, administration and maintenance of rental units and community buildings.

The Housing program exists to help meet the shelter needs of all Mohawks of the Bay of Quinte Members who wish to reside on the Territory. The Housing program provides services and initiatives to applicants who require assistance to build, buy, renovate or rent a home on the Tyendinaga Mohawk Territory.

 

Functions & Activities

  • Providing information sessions in the form of open houses and workshop seminars hosted by the Housing Department with presentations from Government services such as Canada Mortgage and Housing Corporation and Indian and Northern Affairs Canada.
  • Assisting MBQ members with housing needs and direction.
  • Policy and procedure reviews and the creation of operationally guided TMC policies.
  • Consultation with the community members of Tyendinaga regarding pressing housing issues and needs.
  • Assisting MBQ members with their housing applications and making recommendations to TMC regarding applications.
  • Follow through on TMC decisions regarding housing.
  • Lobbying for supplementary funding to create additional housing units.

Building or Buying a home?

When building or buying a new home on the Territory, the builder or buyer must be aware of and comply with National, Provincial, and Mohawks of the Bay of Quinte building codes, regulations, and requirements, regardless of the source of funding.

To build or buy a home on the Territory, the new home owner must belong to the membership list registered to the Mohawks of the Bay of Quinte. Builders and sellers must hold the registered certificate of possession for the lot on which they plan to build or sell.

There are three options to fund building or buying a new home on the Territory. They are:

  1. Mohawks of the Bay of Quinte Revolving Mortgage program
  2. Mohawks of the Bay of Quinte Market Based Housing program
  3. Private/ Self-Sufficient funding

Private/ Self-Sufficient Funding?

Builders or buyers who have the means to construct or purchase a new home through their own sources of funding, are still required to comply with National, Provincial, and Mohawks of the Bay of Quinte building codes, regulations, and requirements.

To build or buy a home on the Territory, the new home owner must belong to the membership list registered to the Mohawks of the Bay of Quinte. They also must hold the registered certificate of possession for the lot on which they plan to build.

Programs & Services

Home Renovation Loans

The Renovations program through the Mohawks of the Bay of Quinte is geared toward homeowners in good standing with their mortgage and who meet suitable credit checks and affordability scales. The MBQ Renovation program allows mortgaged and non-mortgaged homeowners the opportunity to apply for funding to renovate their homes up to the maximum mortgage amount allotted for that year.

The Mohawks of the Bay of Quinte have a special option for senior citizens who are in need of renovations, and who do not currently have an interest-bearing mortgage on their home. The Seniors Renovation Loan program is designed to help the elderly who are on a limited income, renovate their home, up to a maximum of $25,000, interest free.

Canada Mortgage and Housing Corporation have a program for homeowners who have a limited income and who require health and safety renovations to their home. The Residential Rehabilitation Assistance Program is designed to help renovate homes with health and safety concerns that are owned by homeowners who cannot afford to renovate their homes because of their limited income. The loan is forgivable and the homeowner is not responsible for repayment of the loan, so long as they comply with the conditions of the loan as defined by CMHC. There are conditions to the program and applicants must apply and be deemed to be eligible by CMHC. The MBQ Market Based Housing Program also provides an option for homeowners who are mortgaged through this program or who have no mortgage, to apply for funding to renovate their home up to the maximum of $200,000.  Applicants must meet the criteria for the program and be approved through the Bank of Montreal.

Market Based Housing Program

The MBQ Market Based Housing Program provides repayable funding in the form of mortgages to MBQ members wishing to build or buy a home on the Tyendinaga Mohawk Territory.  The amount of funding that is accessible to applicants of this program is limited and is negotiated in a contract between the Bank of Montreal and the Tyendinaga Mohawk Council.

The MBQ Market Based Housing Program is guided by the Policies and Application process of the Market Based Housing Program and the Bank of Montreal.  Currently, applicants to this program, if eligible, can receive up to $200,000 towards their mortgage.  There is a required down payment of a minimum of 5% of the approved mortgage and a 2% administration fee.

Housing Support

The Mohawks of the Bay of Quinte Housing program offers Housing support to our applicants, mortgage holders, and rental tenants. The Housing Support Worker is available to meet with members of MBQ to discuss housing needs and financial assessments and concerns related to housing. If you are living on the Tyendinaga Mohawk Territory and are having difficulty paying your rent, mortgage, or the utility bills for your home, please contact our Housing Support Worker.

Revolving Mortgage Program

The revolving mortgage program has been in existence in Tyendinaga for approximately 32 years. At present it funds between 7 and 14 families each year with repayable mortgages to be used for building a new home or for purchasing an existing home on the Territory.

In 2009, there were 10 mortgages for $100,000 awarded. However, the amount that each applicant is awarded is based on our Housing Affordability Scale that is completed as part of the application package. This scale indicates how much an applicant can safely afford to repay without affecting any of their prior financial commitments. There is also a 1% down payment deposit that is payable when an applicant accepts the mortgage offer. The down payment will be paid in full back to the applicant at the end of the building or buying process.

Applications for Mortgages are accepted all year long but are deemed to be “first come, first served for eligible applicants and based on funding availability”.

Rental Home

The Mohawks of the Bay of Quinte have a rental home program that provides comfortable, affordable shelter to approximately 160 MBQ members and their families residing on the Tyendinaga Mohawk Territory. The rental units that are available include six-plex, four-plex, tri-plex, duplex and detached single family homes. Depending on the size of family, and the availability of units, applicants will be matched to a unit based on housing need, after being approved through our Rental Application process. Please note that we have a lengthy waiting list for rental housing and most candidates do not get a housing match immediately. It can take up to three years to reach the top of our waiting list. The Mohawks of the Bay of Quinte also offer some rent geared to income rental units and seniors one-story apartments and single detached homes. There are also a few wheelchair accessible units for applicants with mobility issues.
